ခင္ဗ်ားတို ့တေတြက ရိုဟင္ဂ်ာအေရးနဲ ့ပါတ္သက္လို ့အိုအိုင္စီကို ေဆာ္ဒီမွာ ယူရိုဘားမားက တင္ျပဖို ့ကြ်န္ေတာ္ဆီကို စာေရးၾကတယ္။ ျမန္ျမန္ျပန္မေရးနိုင္တဲ့အတြက္ စိတ္မေကာင္းပါဘူး။
ေနာက္က်တဲ့ ပထမအေၾကာင္းရင္းကေတာ့ ေဒၚေအာင္ဆန္း စုၾကည္ ကိုတရားရံုးတင္စစ္ေဆးေနတာရယ္ နဲ ့အျခားဟာေတြရယ္ပါ။ အဓိက ေနာက္က်ရျခင္းကေတာ့ ရိုဟင္ဂ်ာေတြ မစည္းရံုးလို ့ပဲ။
ပထမပိုင္းက အခ်ိန္က ကြ်န္ေတာ္တို ့ဘက္မွာ မရွိ္ဘူးဆိုတာျပတယ္။ အိုအိုင္စီက ရိုဟင္ဂ်ာအေၾကာင္းတင္ျပတာနဲ ့ပါတ္သက္လို ့အခ်ိန္မေရြး စိတ္ေျပာင္းသြားနိုင္တယ္။ တကမာၻလံုးက ရိုဟင္ဂ်ာနဲ ့ပါတ္သတ္တဲ့ သတင္းေတြ ၊ ဒုကၡသည္အေၾကာင္းေတြကို ဒီႏွစ္အစမွာပဲ ေမ့ေနၾကျပီ။ ၂၀၁၀ ေရြးေကာက္ပြဲကိုပဲ စိတ္၀င္စားၾကမွာ။ ဘယ္သူမွ ရိုဟင္ဂ်ာ အေၾကာင္းကို စိတ္၀င္စားၾကမွာမဟုတ္ဘုူး။ ကြ်န္ေတာ္တို ့မွာ ဘယ္အဖြဲမွာ ဘယ္သူဘယ္၀ါက ေခါင္းေဆာင္ျဖစ္ရမယ္ မျဖစ္ရဘုူးလိ္ုအျငင္းပြားဖို ့အခ်ိန္မရွိဘူး။ ကိုယ့္ရဲ့ ပုဂိုလ္ေရးေတြကို ခဏေဘးဖယ္ထားျပီး အဓိက ျဖစ္တဲ့ ရိုဟင္ဂ်ာေရွ ့ေရးကို အာရုံစိုက္ရမယ္။
ရိုဟင္ဂ်ာေတြ မစည္းလံုးတာက တကယ့္ျပသနာပါ။ ယူရို ဘာမား အဖြဲအေနနဲ ့ ရိုဟင္ဂ်ာေတြနဲ ့တြဲလုပ္ေနတာ ၂၀၀၀ ခုႏွစ္ကတည္းက။ စည္းလံုး ညီညြတ္ရမဲ့အစား အဖြဲ ေသးေသးေလးေတြပဲ ကြဲသြားၾကတယ္။ RSO နဲ ့ARNO ကြဲတာကိုေတာ့ ေျပာစရာ
မလိုေတာ့ဘူး။ လူတိုင္းသိတယ္။ ရိုဟင္ဂ်ား အမ်ိဴးသား ဖိုရမ္ကို ၂၀၀၆ မွာလုပ္ျပီးတာနဲ ့နွစ္ျခမ္းကြဲတာပဲ။
၂၀၀၈ မွာတေခါက္ အိုအိုင္စီကို စုျပီးတင္ျပဖို ့လုပ္ေသးတယ္။ ရည္ရြယ္ခ်က္ကေတာ့ အဖြဲ ့အားလံုးကိုေပါင္းလိုက္ျပီး အာရကန္ ရိုဟင္ဂ်ာေကာင္စီထူေထာင္ဖို ့အားလံုးကို ေပါင္းစည္းလိုက္ဖို ့အတြက္ပဲ။ ဒါေပမယ့္ စစ္တေကာင္း မွာလုပ္တဲ့အစည္းေ၀းျပီး ARNO, RSOနဲ ့ေဒါက္တာ ယူနက္စ္က နိုင္ငံေရး အဖြဲ ့လုပ္ဖို ့သေဘာမတူၾကဘူး။ တျခားလူေတြကေတာ့ ARC က္ို ဖြဲ ့လိုက္ၾကတယ္။ဒါေပမယ့္ ARC က ဆက္လက္မတည္တန္ ့ခဲ့ဘူး။
ျပီးေတာ့ ၂၀၀၉ မွာ ယူရိုဘားမားနဲ ့ အိုအိုင္စီနဲ ့ ARC (အာရကန္ ရိုဟင္ဂ်ာေကာင္စီ) ကို ျပန္ထူေထာင္ဖို ့လုပ္ေနၾကတုန္း RSO ကို ႏွစ္ျခမ္းကြဲသြားျပန္တယ္။ ကြ်န္ေတာ္က ဘယ္သူ ့ကိုမွ အျပစ္မတင္လိုဘူး။ အသင္းေတြကြဲြသြားၾကတာမွာ ျပသနာေတြရွိလို ့ဆိုတာသိေပမယ့္ အဖြဲကြဲေနတာေတြက ရိုဟင္ဂ်ာေတြအတြက္မေကာင္းဘူး။ ကြ်န္ေတာ္ကို အတူတူလက္တြဲ လုပ္နိုင္ၾကမလား ? ကိုယ့္ကိုေရးကိုတာ ေတြကိုေဘးခ်ိတ္ထားနိုင္ပ့ါမလား။ အတူတကြ အလုပ္မလုပ္နိုင္ဘူးဆိုရင္ ရိုဟင္ဂ်ာအေၾကာင္းကို ေမ့သြားၾကလိမ့္မယ္ ၊ အနာဂတ္မွာ ရိုဟင္ဂ်ာဆိုတာကို သိၾကမွာ မဟုတ္ဘူး။
ကြ်န္ေတာ္တို ့ဘက္က စည္းလံုးမူ မျပနိုင္ရင္ အိုအိုင္စီကို အစည္းေ၀းလုပ္ဖို ့မဖိတ္ခ်င္ဘူး။ ေနာက္ထပ္ အသင္းကြဲရင္ေတာ့ မ်က္နွာပ်က္စရာျဖစ္မယ္။ အိုအိုင္စီကလည္း ရိုဟင္ဂ်ာေရး စည္းေ၀းတာေတြ လက္တြဲလုပ္တာေတြ လုပ္ေတာ့မွာမဟုတ္ဘူး။ ကြ်န္ေတာ္ေမးခ်င္တာက ကြ်န္ေတာ္တို ့စည္းလံုးျပဖို ့ေသခ်ာျပီလား ၊ အဆင္သင့္ျဖစ္ျပီလား။ မဟုတ္ရင္ တင္ျပခြင့္ေတြ ျဖစ္လာမွာ မဟုတ္ဘူး။
(၁) ပထမ အေနနဲ ့နိုင္ငံေရးအဖြဲ ့ေတြ ျဖစ္တဲ့ ARNO ၊ RSO နဲ ့လူမူေရးအဖြဲ ့ေတြျဖစ္တဲ့ BRAJ ၊ BROUK ေတြနဲ ့အစည္းေ၀းလုပ္ၾကရမယ္။ လုပ္ကိုင္ပံုေတြ မတူေပမယ့္ ႏွစ္ဖက္စလံုးနဲ ့ထိပ္တိုက္ေတြ ့ဖို ့လိုတယ္။
(၂) နိုင္ငံေရး အဖြဲေတြ အတူတူအလုပ္လုုပ္ဖို ့လိုတယ္။ မဟုတ္ရင္ ေပါင္းလိုက္ရမယ္။ ၂၀၀၈ စစ္တေကာင္းမွာ လုပ္ခဲ့တဲ့ အစည္းေ၀း ရည္ရြယ္ခ်က္က ေပါင္းစည္းဖို ့ပဲ
(၃) ေပါင္းစည္းလိုက္တဲ့ နိုင္ငံေရးအဖြဲစည္းက တကမာၻလံုးက ရိုဟင္ဂ်ာအဖြဲစည္းေတြကို ဦးေဆာင္မူေပးသင့္တယ္။ အဲဒါက လူမူေရး အဖြဲစည္းေတြကို ခ်ဳပ္ကိ္ုင္ဖို ့ေတာ့ မဟုတ္ဘူး။
လူမူေရး အဖြဲစည္းတိုင္းက သူတို ့ေနရာေဒသေတြမွာ ရိုဟင္ဂ်ာလူမူေရး အသင္းအေနနဲ ့ကိုယ္စားျပဳေနရမယ္။ နိုင္ငံေရးအဖြဲ ့ေတြက နိုင္ငံေရးနဲ ့ပါတ္သတ္တဲ့ ဟာေတြကို လုပ္မယ္ လူမူေရး အသင္းအေထာက္ကူျဖစ္ေစမယ့္ ဟာေတြကို ေဆာ္ေအာမယ္။
ဥပမာ၊ နိုင္ငံေရးအသင္းက ရိုဟင္ဂ်ာေတြ ျမန္မာနိုင္ငံမွာ နိုင္ငံသားျဖစ္ေရး ၊ လြတ္လပ္စြာသြားလာေရး အစရွိတဲ အဓိကအခ်က္လက္ေတြကို အိုအိုင္စီနဲ ့တျခားနိုင္ငံေတြကို ေဆာ္ေအာေနမယ္။ လူမူေရး အသင္းေတြက နိုင္ငံေရး အခ်က္လက္ေတြကိုေထာက္ကူေပးမယ္။
မေလးတို ့ဘဂၤလားေဒ့ရွ္တို ့မွာရွိတဲ့ ရိုဟင္ဂ်ာ ဒုကၡသည္ေတြ အေျခေနေကာင္းေအာင္ ေဆာ္ေအာမယ္။
အဲဒါေတြလုပ္ဖို ့ ကြ်န္ေတာ္ ေတာင္းဆိုခ်င္တာကေတာ့
၁။ နိုင္ငံေရး ေခါင္းေဆာင္ေတြျဖစ္တဲ ့ARNO ၊ RSO ၊ NDPHR နဲ ့တျခားဖဲြဲက ေခါင္းေဆာင္ေတြ ကို ေဆာ္ဒီၤမွာ အစည္းေ၀းလုပ္ဖို ့ဖိတ္ပါ။ ကိုပါ နိင္ငံေရးအဖြဲၾကီး ဖြဲဖို ့အတြက္ပါ လုပ္ကိုလုပ္ရမယ္
(က) RSO က နွစ္ျခမ္းကြဲေနတာကို ေပါင္းဖို ့။ ေနာက္ထပ္ မကြဲေအာင္ သေဘာတူဖို ့
(ခ)ARNO က ေခါင္းေဆာင္ နိုင္ငံေရး အဖြဲအေနနဲ ့ေပါင္းစည္းလိုက္တဲ့ အဖြဲဲ ့ၾကီးသစ္ရဲ့ ရည္မွန္းခ်က္ေတြ အျခားေသာ အဖြဲ ့မ်ားနွင့္ ဘယ္လို ေပါင္းစည္ရန္ဆိုတဲ့ ဟာေတြကို
ေခါင္းေဆာင္ေတြတင္ေျမာက္ျပီး သူတို ့ရဲ့ တာ၀န္ေတြ။ ရန္ပံုေငြဘယ္လိုေကာက္ခံမယ္။ ရိုဟင္ဂ်ာေတြအတြက္ ဘာေတြလုပ္မယ္ဆိုတာေတြကို အၾကမ္းျဖင့္တင္ျပရန္။
ကြ်န္ေတာ္တိုက အေျပာနဲ ့အလုပ္နဲ ့ျဖစ္ေနရမယ္။ ေခါင္းေဆာင္ ဒုေခါင္းေဆာင္းေတြ ထာျပီး အလုပ္မလုပ္ၾကရင္ အဖြဲ ့ဖြဲ ့တာေတြက အလကားပဲ။
(က) နဲ ့(ခ) မွာပါတဲ့ အခ်က္လက္ေတြကို သေဘာတူၾကရင္ အစည္းေ၀းလုပ္ဖို ့ဖိတ္မယ္။ သေဘာမတူၾကရင္ေတာ့ ကြ်န္ေတာ္တို ့အစည္းေ၀းမဖိတ္ဘူး
၂။ ကြ်န္ေတာ္တို ့အေနနဲ ့နိုင္ငံေရးပိုင္းအရ သေဘာတူရင္ ဂ်က္ဒက္မွာ တစ္ရက္ေလာက္ အစည္းေ၀းလုပ္မယ္။ နိုင္ငံေရးပိုင္း လုပ္ျပီးတာနဲ ့နိုင္ငံတကာဆိုင္ရာ ရိုဟင္ဂ်ာေရေဟာေျပာပြဲကို တစ္ရက္ ႏွစ္ရက္ေလာက္လုပ္မယ္
လူမူေရးပိုင္းကို အမွန္တကယ္ ကိုယ္စားျပုတဲ့ ရိုဟင္ဂ်ာလူမူေရး အဖြဲစည္းေတြနဲ ့နိုင္ငံေရး အဖြဲ ့ေတြကို ဖိတ္ေခၚမယ္။ ARC ကို ျပန္အသက္သြင္းဖို ့ပါ။ အဲဒါလုပ္ဖို ့ARC ရဲ့ဖြဲစည္းပံုနဲ ့လုပ္ေဆာင္ခ်က္ေတြက္ို ျပန္သံုးသတ္ရမယ္။
ARCရဲ့ လုပ္ေဆာင္ရပ္ေတြနဲ ့ျဖစ္လာမွာကို အရင္ သေဘာမတူၾကဘူးဆိုရင္ေတာ့ တင္ျပစရာမလိုေတာ့ဘူး။
အဲဒီေတာ့ ညီအစ္ကိုေတြခင္ဗ်ား .. သေဘာတူလား မတူလား ခင္ဗ်ားတို ့ရဲ့ ထင္ျမင္ခ်က္ေတြကို ေပးၾကပါ။ အၾကံျပုၾကပါ။ ခရီးထြက္စရာ ရွိေနလို ့အီေမးလ္ အဆက္သြယ္ရွိမွာမဟုတ္ဘူး ေက်းဇူးျပဳျပီး EBO Operation ဒါရုိက္တာ ျဖစ္တဲ့ ဂ်က္ဆင္ဆီကိုပဲ ျပန္ဆက္သြယ္ပါ။

Dear Rohingya brothers, friends and colleagues,
Assalamu Alaikum. Mangla ba.
Many of you have written to me regarding the proposed Rohingya consultation in Saudi Arabia to be held by the Euro-Burma Office and the Organization of the Islamic Conference (OIC). My apologies for not responding sooner.
Part of the delay is due to circumstances - the trial of Daw Aung San Suu Kyi, and other developments in Burma. The main reason for the delay is Rohingya disunity.
The first part shows that time is not on our side. The willingness of the OIC to host the consultation could disappear anytime. The world has already forgotten the Rohingya issue after the big news about the refugees at the beginning of this year. The 2010 elections will be the next big issue that the world will pay attention to. No one will care about the Rohingyas then. We do not have the time to be fighting each other for the leadership of various organizations. We need to settle personal differences in order to concentrate on the bigger issue - the future of the Rohingya people.
The disunity of the Rohingya people is a very serious matter. The EBO has been working with the Rohingya people since 2000. Instead of uniting, people seem intent on splitting into smaller and smaller groups. There is no need to talk about the ARNO and RSO split. Everyone knows about it. Right after the Rohingya National Forum was formed in 2006, the NDPHR split into two.
Another attempt was made in 2008 to unite the Rohingya after consultation with the OIC. The idea was for the political groups to form one organization, and after that to form an Arakan Rohingya Council to bring the political and civil society (community and activists) groups together. But at the meeting in Chittgong, the ARNO, RSO and Dr Yunus could not agree and the political group was not formed. The other groups proceeded to form the ARC but without political leadership, ARC did not move forward.
Then in 2009, as EBO was consulting OIC to revive ARC, the RSO split into two. I am not blaming anyone. I know that there are serious reasons for these splits but this disunity is not helping the Rohingya people. It is very disheartening and demoralizing for me and for the Rohingya people in general. Can we not work together for a common cause? Can we put personal ambitions aside? If we cannot work together, the Rohingya issue will be forgotten and it will not mean much in the future to be head of a splinter Rohingya organization. No one will know what a Rohingya is.
I do not want to convene a Rohingya Consultation with OIC if we cannot guarantee unity. If we split again after the consultation, it will be a major embarassment and the OIC will never again host a Rohingya convention or work actively with the Rohingya people.
The question now is, are we serious about Rohingya unity? Are we ready? If not, there will be no consultation.
If we are ready, I would like to propose the following. Please give me your input. You have been copied because I believe you to be responsible political and community leaders who want to build a strong voice for the Rohingya people.
1. First, we need to see different roles for political groups like ARNO, RSO, and community groups like BRAJ and BROUK. Both are necessary but they perform different functions.
2. The political groups need to work together if not unite into one group. The ideal is to have one political group as was planned for the meeting in Chittagong in May 2008.
3. The united political group should then give political leadership for all the Rohingya community groups world wide. This does not mean that the political group will control all the community groups.
Each community group will remain independent and represent the Rohingya community in their local areas. The political group will define what is politically important and lobby for it supported by the community groups. For example - the rights of Rohingyas in Burma, citizenship, right to travel etc, will be the key issues for the political groups who will lobby the OIC and other countries, as well as to be represented in ENC, NCUB, etc. The community groups will support the political objectives and lobby for better conditions for refugees and Rohingya communities in Bangladesh, Malaysia, etc.
To do the above, I propose -
A. Convening a small meeting of political leaders in Saudi Arabia - ARNO, RSO and NDPHR Paris plus possibly other respected leaders - to agree to form one political organization. To do this we need:
i) RSO to unite the two current factions, or for both factions to join the new political organization and agree not to split further,
ii) ARNO as the leading political organization to draft a statement of what the new united organization stands for - its objectives, and how it will include different political groups. How the executive will be elected and what their functions will be. How it will raise funds. What it will do for the Rohingya people. We need to be practical. It is useless to form an organization, have Presidents and Vice-Presidents, and nobody does any work.
If we can agree on i) and ii), a meeting will be convened. If there is no agreement beforehand, we will not have a meeting.
B. If we have agreement to form a united political body, and have a draft agreement, the meeting will be convened for 1 day in Jeddah. Once the political body is formed, we will follow up with an international Rohingya consultation in Jeddah for 1-2 days.
Rohingya community organizations that really represent their community and are active will be invited together with the new politcal group to revive the ARC. To do this, we need to review the ARC constitution and procedures.
Unless we can agree beforehand what the ARC should look like and what it will do, we will not have a consultation.
So, brothers, please give me your input. Let me know if you agree or disagree. Make suggestion. Please make sure you reply to Jack Sterken, the EBO Operations Director, because I will be leaving on a trip and may not have access to email.
If we can do all the above, I am hoping OIC will agree to a meeting in late August or early September.
